Meritorious Public Service Award Given to Captain Fred Messmann
Award presented at National Boating Safety Advisory Council for his efforts
Washington D.C. (October 14, 2011) – While in attendance at the
88th meeting of the National Boating Safety Advisory Council
(NBSAC) in Washington, D.C., Fred Messmann was given the
United States Coast Guard Meritorious Public Service Award. Mr.
Messmann retired from Nevada Department of Wildlife and is
currently the Deputy Director of the National Safe Boating Council
(NSBC).
Mr. Messmann was recognized by the Commandant of the U.S. Coast Guard with this prestigious recognition. The wording on the award reads “in recognition of notable services that have assisted greatly in furthering the aims and functions of the U.S. Coast Guard.”
“For decades Mr. Messmann has been a charismatic and consummate leader in recreational boating safety,” remarks Captain Mark Rizzo, USCG Chief of the Office of Auxiliary and Boating Safety. “He has served as a State Boating Law Administrator, as the President of NASBLA, as a multi-term member of the National Boating Safety Advisory Council, and most recently as the Deputy Director for the National Safe Boating Council. Mr. Messmann’s devotion to duty in supporting the national recreational boating safety program and spearheading development the Strategic Plan of the National Recreational Boating Safety Program is unparalleled….BRAVO ZULU!”
The award was given to Mr. Messmann for his outstanding contributions to recreational boating safety as a member of the National Boating Safety Advisory Council and as Chairman of its Strategic Planning Subcommittee. Mr. Messmann has been appointed to NBSAC for ten years and has been part of the Strategic Plan Process since 2005. According to the U.S. Coast Guard, “The strategic plans developed under Mr. Messmann’s Subcommittee Chairmanship have been the blueprint for the coordination, planning, and resource allocation of the National Recreational Boating Safety Program.” Mr. Messmann’s leadership and commitment to guiding the development and implementation of these strategic plans has been pivotal during his time as Chair. The devotion and dedication that Mr. Messmann has put into boating safety is commendable and is in keeping with the highest traditions of the U.S. Coast Guard.

NBSAC provides advice and recommendations to the Secretary, Department of Homeland Security (DHS) through the Commandant of the United States Coast Guard on matters relating to recreational boating safety.
